How IEEPA tariffs hit cosmetics
- Korea and Japan. Both paid a 15 percent reciprocal rate from August 7, 2025. Japan's rate was later restructured so that 15 percent included the ordinary duty, back to August 7, 2025. Korea's was restructured the same way from November 14, 2025.
- European Union. From August 7, 2025, EU goods paid a reciprocal duty that topped the total up to 15 percent including ordinary duty.
- United Kingdom. 10 percent.
- China. The IEEPA duty tied to synthetic opioids (20 percent, then 10 percent from November 10, 2025) plus the reciprocal tariff.
Direct-to-consumer sellers
Many beauty brands ship low-value parcels directly to customers. The end of de minimis changed how those parcels were dutied, and low-value entries have no CAPE route yet. See e-commerce and small parcels.
