Many importers have never logged into ACE, CBP's Automated Commercial Environment, because their customs broker handled everything. For IEEPA refunds, the importer needs ACE Portal access to set up ACH refunds and to pull its own reports.
The automated importer account application
- CBP launched an automated "ACE Portal Importer Account Application" on October 30, 2025, for importers that have a CBP Form 5106 on file but no portal account.
- Verification is by a code emailed to the address on the importer's Form 5106 record, so that contact information must be current.
- The application creates a top-level account with an Importer sub-account. Each importer number needs its own sub-account.
The Trade Account Owner
The Trade Account Owner is the person authorized to manage the account. Only the Trade Account Owner can add users, assign roles, set up ACH refunds, and add notify parties.
Can my broker file instead?
Yes, with a limit. A CAPE declaration may be filed by the Importer of Record or by the customs broker that filed the entry summaries. It has to be the broker that filed those entries, not just any broker. ACH enrollment is still set up by the importer.
